Rui Manuel Costa Vieira Castro, Full Professor and Rector of the University of Minho, hereby informs that, for a period of thirty business days from the business day immediately following the date on which this notice is published [published on June 28th 2019] in the Diário da República, a documentary contest is opened international level, for the recruitment of one (1) post of Assistant Professor for the disciplinary area of Francophone and Italian Studies, of the organic subunit of Roman Studies, of the Institute of Letters and Human Sciences, of this University.

This competition, open according to Order 20 May by the Rector of the University of Minho, is governed by the provisions set forth in articles 37.º et seq. of the University Teaching Career Statute (ECDU), approved by Decree-Law n.º 448/79 of the 13th November with the amendments introduced by Decree-Law No 205/2009 of the 31st of August, altered by Law n.º 8/2010 of the 13th of May, and other applicable laws and regulations, including the Regulations for Competitions for the Recruitment of Teachers within the Teaching Career at the University of Minho, hereinafter designated as Regulations, as approved by the Rectoral Order 17945/2010, published in the Diário da República, Series II, n.º 232, of the 30th of November 2010.

1 Requirement for admission
1.1 A requisite for admission to the competition, as set forth in Article 41.º (A) of the ECDU, is to be the holder of a doctoral degree (PhD).
1.2 If the doctoral degree was obtained in a foreign higher education institution, it must be recognized in Portugal, in accordance with the existing laws and regulations.
1.3 This formality must be completed no later than the indicated closing date for the submission of applications.

2 Submission of applications
2.1 The applications shall be submitted through an application addressed to the Rector of the University of Minho, fully completed as set forth according to the terms established in the attached template.
2.2 The application shall be accompanied by the following documents:
a) Two paper copies of the candidate’s detailed curriculum vitae, dated and signed, and a digital copy of the said curriculum;
b) Two copies of the publications selected by the candidate as being the most representative of the candidate’s work – one paper and one electronic copy; should an electronic copy not be available, it can be replaced by handing in a number of paper copies corresponding to the number of members composing the jury;
c) A certificate that proves the candidate holds the degree required to apply for the competition and the date in which it was obtained and, where applicable, a certificate attesting that the Doctoral degree was recognized, as laid down in sections 1.2 and 1.3 of this announcement; d) A Criminal Record Certificate;
e) A certificate confirming the necessary physical robustness and psychological profile to perform the duties described;
f) The vaccination card demonstrating that the candidate is in compliance with mandatory vaccinations.
2.3 The documents mentioned from (d) to (f) of the previous number may be replaced by a declaration on oath, where, in separate paragraphs, the candidate states the situation regarding the content of each of those points.
2.4 Candidates belonging to the University of Minho are exempted from submitting supporting documents attesting to the abovementioned requirements provided they are available in their personal file.
2.5 Failure to comply with the indicated closing date for the submission of applications, or failure to submit or late submission of the documents mentioned in point 2.2 (a) to (f) of this announcement, which are compulsory, will automatically result in rejection of the application.
2.6 The application and the documents that accompany the application can be sent in Portuguese or in English, and can be hand delivered or sent by registered mail to Divisão Académica da Reitoria da Universidade do Minho, 2.º andar, Complexo Pedagógico II, Campus de Gualtar, Braga (C.P. 4710-057 Braga), Portugal.

3 Jury
3.1 The jury shall have the following composition:
President:
Rector of the University of Minho
Other Members: Doctor Maria Eduarda Bicudo Azeredo Keating, Professor at the Institute of Letters and Human Sciences, University of Minho.
Doctor Cristina Robalo Cordeiro, Professor at the Faculty of Arts of the University of Coimbra.
Doctor Maria do Rosário Girão Ribeiro Santos, Associate Professor of the Institute of Letters and Human Sciences, University of Minho.
Doctor Christine Mathilde Thérèse Zurbach, Associate Professor with Aggregation of the Department of Performing Arts of the University of Évora.
Doctor Maria Antónia Mota, Associate Professor of Associate Professor at the Faculty of Arts of the University of Lisbon.
3.2 Decisions are approved by an absolute majority of the votes of the members present and no abstentions shall be allowed.

4 Admission and exclusion of applications
The admission and exclusion of applications and the notification of unsuccessful candidates, pursuant to and for the purposes set out in Article 121.º of the Administrative Procedure Code, will be processed in accordance with the requirements set forth in Article 26.º of the Regulations.

5 Selection method and criteria
5.1 The selection method consists in the assessment of the candidate’s curriculum, on the basis of which the jury evaluates the scientific performance and the pedagogical capacity within the subject area of the competition, as well as the performance in other activities relevant to the mission of the University.

5.2 When evaluating the candidate’s curriculum, the following criteria must be considered and weighted according to the requirements of the functions in the category referred to in this competition: a) The scientific performance of the candidate;
b) The pedagogical skills of the candidate;
c) Other activities relevant to the mission of the University that have been developed by the candidate.

5.3 The following weighting factors shall be assigned to the criteria indicated in the preceding point: a) Scientific performance: 35%
b) Pedagogical skills: 40%
c) Other relevant activities: 25%

6 Evaluation parameters
6.1 Under the criteria mentioned in point 5, the following parameters shall be evaluated:
6.1.1 Scientific Performance:
Scientific, cultural or technological publications; coordination and participation in scientific projects; coordination, leadership, and promotion of research activity.
6.1.2 Teaching Skills
Teaching activity in higher education institutions; teaching performance; pedagogical innovation and enhancement; coordination and participation in educational projects; monitoring and mentoring of undergraduate students, Master’s Degree students, and PhD students.
6.1.3 Other Relevant Activities
Provision of services to the scientific and educational community, as well as to society as a whole; scientific and cultural dissemination through activities and publications; academic assessment activities, namely regarding academic examinations and competitions; participation in management activities in higher education or research institutions or in other scientific, technological or cultural entities that carry out relevant activities.

6.2 The weights associated with criteria and parameters for tenders are listed in the table below:

6.3 The final classification is obtained through the weighted average of selection criteria a), b) and c) provided in the paragraph nº 5.2. of section 5 of this announcement.

7 Evaluation and selection
7.1 Following the stage of admission to the competition, the jury will assess the applications based on the criteria and parameters described in this public notice.
7.2 The jury shall deliberate on the approval in absolute merit based on the quality of the overall curriculum of candidates in the subject area of the competition.
7.3 A candidate shall be considered approved in absolute merit when (s)he is approved by an absolute majority of the votes of the jury members present, through justified nominal voting; abstentions will not be allowed.
7.4 In case of failure of approval in absolute merit, the jury must conduct a preliminary hearing of the excluded candidates who, if they so wish, may make a statement, within ten days, in accordance with Article 26.º (3-7) of the Regulations.
7.5 The jury will then proceed to the assessment of candidates approved in absolute merit by taking into consideration the criteria and evaluation parameters and their corresponding weighting factors described in this public notice.
7.6 The final ranking of candidates shall be given on a scale of 0 to 100.

8 Additional documents
Whenever deemed necessary, the jury may request additional documents related to the curriculum vitae presented by the candidate, in compliance with Article 28.º of the Regulations.

9 Public hearing of the candidates
If deemed necessary, the jury will hold public hearings of the candidates with the exclusive aim of clarifying the information contained in the candidates’ curriculum vitae, as set forth by Article 29.º of the Regulations for Competitions for the Recruitment of Teachers within the Teaching Career at the University of Minho.

10 Rank and voting method
10.1 The ranking of the candidates should follow an evaluation based on the assessment criteria and parameters and their corresponding weighting factors described in this public notice.
10.2 Before the voting proceeding, each member of the jury present a written document, which will be attached to the minutes, with a duly justified proposal regarding the ordering of the candidates. Said proposal should take into consideration what is stated in the previous point.
10.3 During the various voting proceedings, each member of the jury must respect the ranking they have presented, and no abstentions shall be allowed.
10.4 The jury will use the following voting methodology for the formation of an absolute majority in the final ranking of candidates:
The first vote is to determine the candidate to be ranked first place. Should a candidate receive more than half of the votes of the members of the jury present at the meeting, (s)he shall be placed first. If that does not happen, the voting shall be repeated, but only among the candidates with votes for first place, after excluding the least voted candidate during the first vote. In case of a tie between two or more candidates for the position of the least voted, and if there is at least one candidate that is not in that position, another voting will be held for those candidates who ranked last in order to break the tie. If following this restricted voting there is still a tie regarding the same set of candidates, the President of the jury will decide which candidate to exclude. If the tie persists, but regarding a different set of candidates, the tiebreaking process is / shall be once again repeated. The process is / shall be repeated until one candidate receives more than half of the votes for first place. Once such a candidate is determined, the process is / shall be repeated for second place and so on until a list with the ordering of all candidates has been achieved.
10.5 When the chairman of the jury is in the disciplinary area for which the contest is opened and in the event of a tie, the vote shall be deemed to have been automatically voted in accordance with the president’s sense of vote, under the terms of sub-paragraph a) 50 of the Statute of the University Teaching Career (ECDU). When it is not in the scientific area of the contest, it only votes, in case of a tie, using the following tie-breaking criterion: the highest average of the overall final scores awarded by the members of the jury. Maintaining the tie, the average of the overall scores attributed in the parameters of “Monitoring and orientation of undergraduate, master’s and doctoral students” and “Participation in management activities in higher education institutions” shall be taken into account.

11 Notifications of the parties and decision
11.1 Candidates will be notified of the preliminary ranking for the purpose of hearing the interested parties, pursuant to Article 121.º et seq. of the Administrative Procedure Code, by applying mutatis mutandis the provisions of Article 26.º of the Regulations.
11.2 Once the parties have been heard, the jury assesses the arguments presented at the hearing and approves the final ranking list of the candidates.

12 Deadline for the final decision
12.1 Without prejudice to the provisions of the following point, the final decision of the jury shall be given within a period of 90 consecutive days from the indicated closing date for the submission of applications.
12.2 The period aforementioned may be extended due to the high number of candidates and/or the complexity of the competition.

13Publication of the public notice regarding the competition
This public notice shall be published in the Diário da República (Official Gazette of the Republic of Portugal), Series II, and in:
a) the Bolsa de Emprego Público (Public Employment Pool);
b) the website of the Fundação para a Ciência e Tecnologia (Foundation for Science and Technology), in Portuguese and in English;
c) the website of the University of Minho, in Portuguese and in English.
